2017年1月1日起,中国开始实施外国人来华工作许可制度,2017年4月1日起全国推行。“外国人入境就业许可”和“外国专家来华工作许可”将整合为“外国人来华工作许可”。
A New WORK PERMIT System Goes Effective on April 1st 2017 in all China. Foreign Expert Certificate & Alien Work Permit combined and replaced by WORK PERMIT Card.
遵循“鼓励高端、控制一般、限制低端”的原则,所有来华工作的外国人将被划分为A、B、C三类。
To put it simply, the new system will "encourage the top, control the middle and limit the number of lower skilled foreign workers. All foreign workers will be split into three categories - A, B and C, according to a point-based evaluation system.
分类标准\Classification criteria:
A类——外国高端人才/A (Foreign High Level Talents)
◆ 入选国内人才引进计划的\ Selected in the domestic talent introduction plan
◆ 符合国际公认的专业成就认定标准的\In line with internationally recognized standards of professional achievement
◆ 符合市场导向的鼓励类岗位需求的外国人才\In line with market-oriented to encourage the job requirements of foreign talents
◆ 创新创业人才\Innovation and entrepreneurial talents
◆ 优秀青年人才\ Outstanding young talents
◆ 计点积分在85分以上的\ Above 85 Points
B类——外国专业人才/B (Foreign professionals)
◆ 具有学士及以上学位和2年及以上相关工作经历的外国专业人才,同时满足其它条件\Bachelor Degree or Above, 2 Years and above Related Work Experience and Meet Other Requirements at the same time
◆ 在中国境内高校取得硕士及以上学位的优秀毕业生\Excellent Graduates Who Obtain Master Degree or Above in Universities in China
◆ 在国(境)外排名前100名的高校取得硕士及以上学位的毕业生\Graduates Who Obtain Master Degree or Above from the Top 100 Universities in the World
◆ 外国语言教学人员\Foreign Language Teachers
◆ 计点积分在60分以上的专业人才\To 60 Points
C类——外国普通人员\C (Foreign Ordinary Personnel)
◆ 满足国内劳动力市场需求,从事符合国家政策规定的临时性、季节性、非技术性或服务性工作的外国普通人员,且满足一定条件,确定为C类,国家实行配额管理。
